  1. Call to Order
  2. Founding Board President, Kerrie Kyde, called meeting to order at 4:30 pm.
    Founding Board members were introduced and agenda was reviewed.

  3. Organizational History & Update

    1. Kerrie Kyde gave a quick overview of the MA-EPPC’s formation and accomplishments to date. She covered the group’s early meetings in 1999, wide-ranging membership, the effects of the 2/3/99 Executive order, the projects the EPPC planned. Approval of 501(c)(3) status, publications, formation of the invasive plant notification list, grants and partnerships, participation in various meetings and planning of the Swarthmore conference were described. She urged members to get involved, to contribute their ideas, time and membership dues.

  4. Old Business

    1. Approval of Minutes from January minutes
    2. The last MA-EPPC meeting for the full membership occurred on January 18, 2001. Minutes from that meeting were approved.


    3. Website Development
    4. Carol Jelich has been working on the development of the MA-EPPC website this past year. She is now looking for someone who can take over the development work. Marc Imlay suggested using MD Native Plant Society web material. Kerrie Kyde has other resources that she will investigate (HW).


    5. Committee/Task Force Reports

      1. The List Task Force
      2. Art Gover distributed the latest iteration of the "Publicity List." This list was compiled by field researchers and land managers and those familiar with invasive plant literature, members of EPPC with firsthand experience of invasive species. It is meant to serve as an introduction to the problem of invasive plants in the Mid-Atlantic region. It has a good cross-section of problematic plants in the region. The purpose of the list, what it is and is not, is presented in the text that accompanies it. Because the MA-EPPC is not a governmental body, the list has no regulatory power. It was designed strictly as an information tool for those concerned about invasive plants in natural areas.

        The next task of the List Task Force is to decide where to go with this list. Is it ready for the website? Do we want to create different lists for different audiences?

        Discussion:

        Faith Campbell felt we should be using the list now—get it out to these various audiences.

        John Peter Thompson suggested that the newly elected Board should move ahead on these issues with the newly formed committees.

        Laurie Anne Albrecht offered to put together a list of alternative plant species which can be used along side the invasive plant list (HW).

        Another issue raised was how to handle controversies that may arise from publication of the list—e.g., crown vetch is listed but it is selling well now on lots of construction sites. Where would MA-EPPC stand on something like this?

        Discussion:

        Art Gover pointed out that crown vetch is a good illustration of the problem—you need to look at any plant material and weigh its pros and cons for the specific location and use.

        Kerrie Kyde pointed out that the list has no enforcement or regulatory weight. It has been put together for information to help people.

        It was also pointed out that we need to educate the public and green industry people on the real problems of some plants, like porcelainberry—even though it may behave in your backyard, birds eat the berries and spread the plant to areas where it never was or should be planted.

        John Peter Thompson noted that nursery and trade people are coming to the table now—maybe late, but still coming. Seed trade associations will have to come around eventually.

        Also, we need to change behavior of groups like landscape architects as well as the public. Nursery folks are looking for help on how to do things right—it’s easier to point out what’s wrong instead of explaining how to do things right.

        Kerrie Kyde announced that this Publicity List is public now. Please pass it out. It will also be posted on our website (once our website is up and running) with further modifications. Be sure to tell people this is a dynamic list and will be changing as new information comes in.

        Kudos to Art Gover and the List Task Force for all their great work!


      3. WeedBusters Handbook
      4. Jil Swearingen announced the draft version of the WBH, a guidebook for those seeking life history and control information for invasive plants. Jil plans to send out draft copies to a dozen or more reviewers in the near future. She is seeking funding to produce the handbook for public use.


    6. Treasurer's Report – Faith Campbell

      Each month, the bank charges us an $11 maintenance fee.

  5. New Business

    1. Election of Board of Directors
    2. Kerrie Kyde read the slate of nominees and then asked for nominations from the floor. Jeanne Knight, Debbie Herr and Mary Jane Seipler nominated themselves. There was a motion to elect the existing slate plus three nominees by acclamation. The motion was seconded and was passed unanimously.

    3. Standing Committee/Task Force Formation

      1. Overview of Committees
      2. Lisa Smith gave an overview of the current committees and task forces and their purposes. She had written out the purposes and goals of each committee on posters taped to the walls around the room. Attendees then split into work sessions with the chair of the committee or task force in which they were interested. Each group reported back to the full membership on their committee’s homework for the upcoming year.

      3. Small Group Work Session/Reports
      4. Descriptions of the goals of each committee/task force is summarized in the table below. The current homework (HW) for each committee and task force is listed after the description. The Nominating Committee did not meet. Unless otherwise listed under the HW section, the chair of each committee ran the work session for that committee.

        All committee/task force chairs will send out solicitations for membership to their committees/task forces, giving a brief overview of the purpose of their group and what they hope to accomplish in the next year. (HW for all chairs).

Conference/Annual Meeting:

This committee will plan and organize MA-EPPC’s annual meetings and any conferences it decides to sponsor or cosponsor. For the next few years, this committee will:

  • Decide on a suitable time, place and activity for each annual meeting.
  • Spearhead MA-EPPC’s involvement in the planning of a major two-day conference with Morris Arboretum and other cosponsors in August (or later) of 2003.
  • Work with the Board and the Nominating Committee in getting out the agenda and slate of Board candidates to the membership 60 days before each annual meeting.

Current HW:

  1. Plan time and place for 2002 annual meeting. Coordinate with the Monitoring/Evaluation Committee (Marc I.) for a field component to the meeting. Consider Harper’s Ferry (Jil S.), or Cromwell Valley Park on Baltimore Pkwy. (Louisa T.) which has a field project ready made for us.

  • To increase public awareness of both MA-EPPC and the dangers of invasive plants.

  • To organize educational events to promote increased awareness of and participation in MA-EPPC.

  1. Start developing a master plan on how to generate publicity for MA-EPPC using local news organizations, newspapers and other media.

Membership:

The Membership Committee recruits and welcomes new members, solicits renewals, maintains membership records and reports to the council as required. This committee also maintains the MA-EPPC listserve on Yahoogroups.com.

Goals for this coming year (HW):

  • Recruit 100 new members, targeting garden clubs, birding groups, environmental organizations.
  • Develop and maintain database to support committee functions.
  • Provide quarterly updates of membership to the Board.
  • Produce an annual membership directory for members.
  • Establish and implement a routine process for acknowledging new members and soliciting renewals.
  • Examine possibilities for membership benefits that could enhance recruitment efforts.
 
Monitoring/Evaluation:

Nominating:
  1. Nominate candidates for the Board and send the slate to the membership at least 60 days before each annual meeting.
 
Policy:

Policies adopted by local, state and national govts. greatly affect steps we can take to prevent introduction of new invasive plants, eradicate incipient infestations, or effectively control widespread exotic weeds. MA-EPPC can help develop positions that enjoy wide support and reflect our expertise, enabling us to be more effective advocates when approaching govt. officials. The result will be policies that help us achieve our goals.

The Policy Committee will:

  • Inform members about govt. agencies’ efforts to prevent new introductions, eradicate incipient infestations, or control widespread exotic weeds.
  • Evaluate the effectiveness of these efforts; formulate and communicate proposals to improve them.
  • Educate govt. officials, the media and the public about damage caused by invasive exotic plants and steps that can minimize that damage.
  • Encourage cooperation among government entities around the issue of invasives.

Current HW:

Faith will come up with some achievable goals for this coming year.

 
Scientific Research:

The purpose of the Scientific Research Committee will be to provide information regarding research findings and needs on invasive exotic plants in the mid-Atlantic region. Specifically, this committee will:

  • Maintain a list of reviewers/ colleagues and their expertise who may then help field questions and may also serve on the committee.
  • Provide info. regarding past, present and future applied and basic research. Summarize what is known.
  • Compile list of publications, both peer-reviewed and "gray" literature, for all plants on MA-EPPC’s list.
  • Develop a list of research gaps/needs and determine if directions/focus of current research should be altered for any particular species.
  • Provide granting information for those interested in conducting research.
  • Provide the above info. on the MA-EPPC website so that collaborative and needed research may be encouraged.

Current HW (from Kerrie Kyde, who ran the work session in Cynthia’s absence):

  1. Compile list of scientific and "gray literature" publications on purple loosestrife (Lythrum salicaria, L. virgatum) and Japanese stiltgrass (Microstegium vimineum). These two species were chosen because of the magnitude of their impacts and because there is a known body of research on them.
  2. List conservation organizations and academic institutions in Mid-Atlantic region by state. Establish contacts with each. Survey their invasive plant efforts.
  3. Compile list of research needs in the areas of management, impacts and inventory/monitoring.

Speakers Bureau:

The Speakers Bureau committee has been charged with developing audio-visual presentations for communicating the issue of invasive plants and the mission of MA-EPPC. The committee will:

  • Create a slide presentation that can be reproduced for use by MA-EPPC members.
  • Create a PowerPoint presentation that can be reproduced for use by MA-EPPC members.
  • Develop a script that would complement the slide show or PowerPoint presentation that would be made available to MA-EPPC members.

There will be lots of overlap with other committees such as Industry Outreach.

Current HW:

Solicit existing presentations that can be used to develop our own. The presentation will be generic so that anyone can use it. It will include info. on MA-EPPC and can be tweaked for a specific audience.

The website is a key mechanism for MA-EPPC to meet its primary goal of being an information clearinghouse for the region. When fully developed, the website will offer basic information on MA-EPPC, links to other relevant sites, and searchable databases on invasive plants, regional projects and tools. The committee will:

  • Develop and mount a website with basic info. on MA-EPPC as soon as possible.
  • Add and regularly update links, calendar, databases on projects, plants, tools, etc.
  • Establish regular contacts with members and other like-minded organizations to obtain and upload or link information.
  • Receive emails through the website and route to appropriate council members.
  • Make the invasive plant List interactive by allowing members to relate experiences on specific plants.

Special Meeting of the Board to Elect Officers

The newly elected Board met at 6:50 pm and appointed Laurie Anne Albrecht as President of the Council and accepted Faith Campbell’s continuation as Treasurer. The Board will elect the two other officers at a later time. This special meeting of the Board was adjourned at 6:55 pm.
